03The moment

Why now.

Three conditions are today met for economic opening to take place on controlled terms. It is this convergence that drives the cycle of RCA-Connect programmes.

Institutional stabilisation

A security framework reinforced since 2023, a clear presidential roadmap, institutions operational on priority projects. The environment now allows the commitment of long investment cycles.

Operational NDP framework

The 2024–2028 National Development Plan sets the eight priority verticals (energy, agriculture, health, mining, digital, water, infrastructure, finance) and the partnership framework. Arbitrations have been made.

Demographic window

A population with a median age of 18, ongoing urbanisation, training to be structured. The country needs serious economic actors to translate this demography into qualified growth.

Building an institutional positioning on a generational horizon.

Beyond the 2026 cycle, the RCA-Connect programme is part of a multi-year trajectory: positioning the Central African Republic as a serious investment hub at the intersection of five major corridors. Not a slogan — a patient, qualified construction.

Four strategic directions

CEMAC regional hub

Geographic position at the centre of the sub-region, Douala–Bangui and Pointe-Noire–Bangui corridors. The CAR is a node for the circulation of goods, financing and projects.

Local resource transformation

Move beyond raw extraction. Gold, diamond, timber, manganese, lithium: added value is captured on the ground, through refining, cutting, certification, training.

Digital sovereignty

Fibre backbone, sovereign identity, public IT systems, sovereign data centre. The fundamental building blocks of a digital economy command all other sectors.

Diversified economy

Beyond raw materials: agro-industry, health, infrastructure, finance. Diversification structures a less volatile, more inclusive growth.
